How are De-duplication tasks automatically created?

I need to understand how the De-duplication tasks/Remediate Duplicate Task (reconcile_duplicate_task) are created? How is the process? in which table are the rules stored.

Is there a way to trigger a job or run a script manually to create de-duplication tasks?
