How are "Suggested Relationships" and "Containment rules" and "Hosting Rules" related?

In Helsinki, in the CI Class Manager, I see the Service Rules Metadata Editor where I can define Containment Rules and Hosting Rules. There is some official documentation here: Service rules metadata
At my university, we aren't using either Discovery or Service Mapping. We do want to make use of the Identification and Reconciliation API for building our own discovery integrations. It appears (from the documentation) that Containment Rules and Hosting rules are called when the Identification and Reconciliation API are invoked.
I'm trying to understand how the two types are rules are related to the Suggested Relationships configuration that we've already done for each CI type. I feel like these concepts overlap and I don't understand why they are separate. Can anyone suggest any good reading or videos on this subject?
