How can a default dashboard be set for a user?

Upgraded to Tokyo and converting homepages to dashboards. Want to set the newly converted dashboard as the user's landing page. What user preference is this? If it's set as a user preference, would they always land on that page or would it display the last user dashboard?

I tried creating two user preferences like this is my PDI:

Using this I am able to make a specific dashboard as my homepage, however when I navigate to any other dashboard as any user, then the last visited dashboard is becoming the home page and in user preferences table, new record is being created where the last dashboard visited is getting automatically updated with it's sys_id.
Is there a way to fix this?
I want to make one dashboard as the homepage for all users and it should not change when I navigate to some other dashboard.
