How do you add the Profile Photo option to end users?

I have the profile photo field but no update/delete link for end users. I did add the feature to my admin account.

There is an out of the box ACL on the sys_user.photo field that restricts write access to only users with the admin or user_admin roles.   You can "loosen" this ACL to allow other users to update it.
