How to Display Messages With UI Notifications?

Hi,
I want to display UI notification to respective people based on incident status.
When admin approves the catalog item request I want to send the UI notification to the person who opened the incident.I was following the instruction from this Display Messages With UI Notifications - ServiceNow Guru link.But it display the message only for the current user.

You mean, you want send email with current status of the incident.

Dear Vimal,
Do the following :
1. Configure a new notification on the catalog item table
2. Put condition like State changes from Approval.
3. In the notification body, select the required field from right-side bucket.
