How to set a specific view to a role in Create new incident

Hi,
I created role called "moto" i have given create.none and create * acl's for incident table.
Now i want this user to see this the moto view when when he clicks create new incident.
I have written a view rule for this it works for existing records but for the new record.
Can one help in solving this i tried the paramater also forced parameter but it does not allows for create new record.
I checked the BR and acl's nothing is i can see. Please can someone help me.

Hi i tried that even it is not taking to the role i have given. still it is taking the user to self service view.
As he is a non itil user having only MOTO role.

In the tried even in the view rule script answer = null still, It is not even taking to the Default view it is only taking to self service view.
