how to set non -edit the fields in the list

1.my requirement is-- name and cost type should be non editable in list level

2. unit cost and investment request assumptions shoulb be editable in listlevel

Hi,

You can make fields read-only in LIST view by creating List Edit ACL's.

This it will make Name editable for Admin only, for all other users name would be read-only.

Follow same approach for Cost Type field. 

As per OOB setup all fields are editable in LIST view for Cost plan table. You have to create Above ACL for those columns which you want to restrict editing.
