Hello,
Please check the Restricted Caller Access Privileges Record.
There should be an Execute API record with the source scope, target scope and script include defined and status should be allowed.

You can create your script Include in GLOBAL scope and make applies to - All Application scope.
Then call it in your reference Qualifier it will start working.
