META Field rules

We currently have META as a field for all of our knowledge base templates. We would like to be able to 1. Make Meta mandatory and 2. Be able to update the META field without having to check out the article. I have not found anything specific to this. Help!

I checked my KB templates in PDI and there was no meta field, I would like to understand your requirement before suggesting you any ideas :))
