Steps
1) You can open that Activity Definition "Send Email" from table "sys_pd_activity_definition"
2) Make a copy of that Using Insert and Stay on form (ensure you are in correct scope as that of your playbook)
3) In that new copied Activity definition, delete that related list record for "Skip"
4) then add this custom activity in your playbook
