redirecting users to the multiple portals based on some criteria

I want to route few users to the SP portal when they will use the /instance.service-now.com/esc or /instance.service-now.com/sp, and default will be esc portal.

EX:  only EU region user, i want to use the SP portal and for rest i want to reroute them to esc portal.

i saw some article but it didn't worked for me any idea,
