Q1. Performance
Regarding performance, are there any paid options to improve performance when the condition is not good?
Also, if there is no paid option, is there anything we can do ourselves?

Q2. Backup
Regarding the restoration from backup performed by ServiceNow, is it possible to partially restore the time to restore, instances, applications, data, etc.?

1. Increasing number of nodes will improve instance performance. Contact ServiceNow sales representative in increase number of nodes.

Following article has some pointers on improving performance.

2. Need to contact ServiceNow support to get the official answer. Nevertheless, partial backup can be done by taking update set and exporting data periodically.

And for Q2: I don't know whether I understand your question right, but backups can only be applied completely.
