Restrict Global for MultiRow VariableSet

What is the impact of deactivating the business rule: "Restrict Global for MultiRow VariableSet".  We have variable sets that we couldn't set to global because of this business rule. I can't find an explanation from the product documentation except that it was mentioned here:  Service catalog variable sets (servicenow.com)

"You cannot set Global as True for any variable that belongs to an MRVS. So, an MRVS is not available in catalog tasks."

MultiRow variableset can be re-used in several different forms. Making them global would imply that variables in the MultiRow variableset will be shared among these forms. That is, if several forms using a multirow variableset is opened by a user, changing value in one form may influence the value in another form.
