Restrict submit catalog item if short description and Requester is same

Hi All,
Users are creating request through emails. The requirement is to restrict to create request if short description and requested for is same. And the existing record is true.
I read some articles and posts but I didnt find the correct solution.
Please help.

how can short description be same as requested for?
short description is string field and requested for is reference field

I am not sure what will be the filter for checking if existing requested item has same short description.
New requested item's short description should not be same as existing requested item short description and requested for should not be same.

so user will be replying to an existing RITM email and the inbound action triggers and you will create new RITM and REQ?
Also how is the data received in email from user? i.e. format etc?
