We have created a dashboard and have placed a Sticky Notes gadget at the top for users to leave messages on, once the page refreshes it clears what has been entered and returned to the default text.
Is there some setting we need to enable to allow it to be editable? or some method of saving the changes?

Sorry, but I must be missing something. Even going this route the text is still not saved in the sticky note.

I may be missing something too as this does not work for me either. In particular, when I am on your Step 5, I do not see an "edit homepage" link.

Here are the instructions I wrote for my colleagues, hope they clear things up.
Open the dashboard and then click on the icon and select Dashboard Properties
Select the Dashboard Tabs tab and click on New Tab (or the name of the tab you have the sticky notes on if it is different)
Click on the icon next to the Page line.
Click Edit Homepage and this will bring up an editable version of the page with the sticky note you can save changes in.
Once updated return to the normal Dashboard.

For me, I didn't have any problem following the steps, but it just didn't work. The sticky note still doesn't save the content when you navigate away or refresh the page.

This does not fix the issue, the sticky note still behaves like that. You need to go through this, change the note, and it will change on the dashboard.
If you then want to change it again, you have to do the whole process all again.
