Sticky notes not saving on dashboards

We have created a dashboard and have placed a Sticky Notes gadget at the top for users to leave messages on, once the page refreshes it clears what has been entered and returned to the default text.
Is there some setting we need to enable to allow it to be editable? or some method of saving the changes?

To add this widget go to Add content --> Content Blocks --> New Dynamic content
The widget will be having wordings like "Click here to configure this reusable Dynamic Content block." (after it get added)
I did this, but got an empty screen:
Found in the dots in the top right that you can add some kind of template?! And I've tried something, but I don't understand how it works. Please help

And how to add this one to a Dashboard then?

Still a problem. On Madrid and I can't save sticky notes. Going to try the workaround provided above, but I didn't want to use content blocks as that requires additional permissions.
