Sticky notes not saving on dashboards

We have created a dashboard and have placed a Sticky Notes gadget at the top for users to leave messages on, once the page refreshes it clears what has been entered and returned to the default text.

Is there some setting we need to enable to allow it to be editable? or some method of saving the changes?

I ended up going with Content Blocks because this Sticky Note workaround is just annoying.

What permissions do you need for it? Because they say I have enough permission for it, but still can't do it.
