Subcategory drop down selections are sequenced yet they show up out of order

The subject says it all, I have subcategories on a table where they have a sequence, 1-7, and yet when you go to select a subcategory, it's not in that order.

Note: this is in a portal we built.  

Where shall I start or continue to look?  I haven't come across any client scripts that seem to fit the bill as the culprit.
