System admins consuming fulfiller licenses

One of our system admins is consuming a fulfiller license while two of our system admins are not. How can we ensure System Admins do not consume fulfiller licenses.

I have been with organizations where the admin role was paid for, and another where it was not.

The best recommended thing to do is to speak to the sales reps from Servicenow who is allocated to your company and see what kind of deal you can get !!

Ideally..system admins not not be consuming a fulfiller license.

I've followed your advise and contact our ServiceNow Customer Service Manager but I'm still waiting on a response from them, so while the feedback has been helpful I can't mark it as correct until I've had feedback/confirmation from our ServiceNow CSM.
