The certificate management service is not enabled error setting up Instance Data Replication

I have received Certificate Management Service error when I run the Diagnostics.

The certificate management service is not enabled

The 'publickeywrap' key does not exist or is invalid. This means you cannot automatically exchange a shared key to set up a replication set.

How do I enable the certificate management service?

You have to raise a case with Support.  It took them awhile, but they fixed my instances.
