The Submit button on the Service Portal is not scrolling down on form

Hello,  We have upgraded to San Diego from Quebec within the development instance.  As you can see in the first image that when scrolling down, the submit button is not fixed.

In a person developer instance below, you can see that the form is scrolling where the submit button is fixed.

Has anyone had this issue and how can i resolve this issue?

The 2 screenshots seem to be from different versions. Can you elaborate on what is your actual problem?

The actual issue is that the submit button with required information would stay fixed when you scroll down the form as demostated in the 2nd gif image.  As we have upgraded from Quebec to San Diego this behaviour is not happening as shown in the 1st image.

Hi Jerry,

The first image and the second image seems to be different Service Catalog item page.

In my San Diego, following page does not scroll "Order Now" button when I scroll down.

Hi again,

It may be somebody changed Service Portal to scroll Submit button. Following are questions about making submit button scroll. Undoing the settings may make the submit button fixed.
