The Submit button on the Service Portal is not scrolling down on form

Hello,  We have upgraded to San Diego from Quebec within the development instance.  As you can see in the first image that when scrolling down, the submit button is not fixed.

In a person developer instance below, you can see that the form is scrolling where the submit button is fixed.

Has anyone had this issue and how can i resolve this issue?

Before San Diego, the Submit button was tied to the whole form and would disappear when the user scrolls down. Now in San Diego, The expected behavior in San Diego is what I am showing below. The button and button panel stays fixed. If you are experiencing different behavior, someone has changed the CSS.

Thanks Marc and is there a global property to change this as this is affecting all catalog pages.

AFAIK, there is no property as it's the standard mode of operation. Are you using the standard "/sp" service portal or is that a custom portal?
