We are facing the error: "To clone to an instance, you must have admin privileges on the target instance" while scheduling a clone from PROD to DEV.
We had not encountered this error previously, but after the upgrade, it is now occurring even though the user created on the target instance has been granted both admin and clone_admin roles.

Good morning,
this is often an issue due to MFA being required for the user with admin and clone_admin roles login in to the instance.
To authenticate with a ServiceNow instance when MFA is enabled during a clone or login process, you can append your MFA code directly to the end of your password without needing a separate URL or key.
Alternative is to have an MFA exception for the user account being used for cloning.

Make sure for Admin user MFA is turned of prior to authenticate clone request. No issue you will face .
