I created a ticket with Service Now Learning Team and they proposed updating the priorities to 100 and 200 respectively:
That completed the task validation successfully.

Chrishansen has typed this out a couple times in the thread, but just so it is clear to future people who got confused like me :), the correct configuration for Task 9 looks like this:
No Filter Conditions are needed because setting Service Now to priority 100 and LanDesk to priority 200 will automatically prevent LanDesk discovery from over-riding a Service Now discovery information already present.
