Hi Ed,
When a user clicks on the Profile on Service Portal the URL should change into something like this:
https://<yourinstance>.service-now.com/sp?id=user_profile&sys_id=6816f79cc0a8016401c5a33be04be441
If user is not found, the most probably the URL has an empty sys_id condition. Is that the case for you?
