WF Timer Stuck and will not execute

I am running into an issue where the Workflow timer is not executing and is set to wait for 7 business days for work orders. After waiting 9+ business days the timer is still not triggering to advance the workflow to its end. I have checked the timer and currently I cant figure out why its not firing after 7 business days.
