Why is the insert media option in HTML field not visible in some knowledge scenarios?

Using Vancouver version - validated same in PDI.
When creating a knowledge article in classic UI, the HTML field includes this insert media option.
When creating a knowledge article in Service Operations Workspace, using same knowledge template used in the classic UI - it is not visible.
Logged in as admin. Can this be added somehow? Is there a new way of inserting media? Will be upgrading to Washington shortly, will that be resolved there?
