Why process flow formatter is not appear on my form design?

I was having the exact same issue, the way I resolved it was as following
- go to System UI > Process Flow and Add at least 1 entry against the [Table] you want to add Process Flow Formatter
- Go to your [Form] and use [Form Layout] to add Process Formatter on the form under any field
- Go to [Form Designer] and now you will see Process Flow Formatter and you can drag into the top section you created.
It is weird that It does not appear in Form Designer's Filed Types, It only happens sometime, I have seen it appear just fine in many instances.
Try this and it should resolve your issue.
