As problem and change management is not part of the basic setup, you need to install: https://devxxxxxx.service-now.com/now/app-manager/home/app/id/7c3c2e8a6b2f4c7b9e6d8c1f2a4b5c6d/v/1.0... (remember to change URL to your developer instance.
If my answer has helped with your question, please mark my answer as the accepted solution and give a thumbs up.

Recently, this issue has been reported by several users where ITSM modules are not available in a Personal Developer Instance (PDI).
Since PDIs are provided without official support, the recommended troubleshooting steps are:
Refresh the instance and verify whether the modules become available.
Navigate to Plugins and check whether the required ITSM plugins are installed.
If the plugin is missing, install it. If it is already installed but not functioning correctly, perform a Repair on the plugin.
If the issue persists, reset the PDI or release it and request a new instance.
This has become a common issue with PDIs recently, and in most cases, requesting a new PDI is the quickest resolution.
For Change Management, verify that the following plugins are installed:
Change Management - Core
Plugin ID: com.snc.change_management
** The waiting time to get a new PDI is 2-3 weeks , so better reset the current PDI, dont relase.

Hi @singhkumarashis,
After the introduction of Australia release, it's a common issue most of the members are facing.
Checking all the plugins are present & installed for the respective modules, if not present install the plugins and also repair it.

Just Repair the Problem and change management plugin and Try . Your problem will be resolved.
Problem Management plugin [com.snc.problem]
Change Management - Core plugin (com.snc.change_management)
Then clear the instance cache by typing cache.do in Application and enter.
Then try.
