change and problem module is not reflecting in dev instances in Australia in spite of installing plugins

This was my issue with Australia. I attempted to resolve it by:

  1. Refreshing my instance. Had no effect. 
  2. Following the instructions of the posts above and repairing both change and problem plugins and then clearing my cache. Had no effect. No change or problem management features displayed. 

I resolved it by releasing my Australia instance and requesting a Zurich instance. Upon obtaining a Zurich instance both Change and Problem Management features appeared in the menu.
