Entra ID to ServiceNow PDI Provisioning - "Invalid Credentials" Error During Test Connection

I am integrating my ServiceNow PDI with my MS Developer tenant to enable self-service incident creation via Service Portal. While the SSO portion is complete, I am currently blocked on user provisioning saying invalid credentials. Attached screenshot.

Here is what I have configured and verified so far:

  • SSO Setup: I have already installed the Multi-Provider SSO plugin, configured SAML-based SSO in Entra ID, and uploaded the App Federation Metadata URL into ServiceNow.

  • Provisioning Issue: When setting up automatic user provisioning (SCIM) in Entra ID, the "Test Connection" step continuously fails with an "invalid credentials" error.

  • Instance Name: Set to the exact instance ID prefix (e.g., dev123456), excluding the full URL or https://.

  • Account Used: Using a local ServiceNow account (ranaXYZ1) assigned the admin role, rather than the developer portal login. I have tried both by the way, none is working.

  • User Record Settings: Verified in the ServiceNow sys_user table that the Password needs reset box is explicitly unchecked and Internal Integration User is checked. MFA is also disabled.

  • Credential Accuracy: Confirmed the username and password are correct by successfully logging into the local instance web UI directly.

Despite these configurations, Entra ID is blocked from authenticating,. Are there additional ACLs, OAuth configurations, or hidden PDI API restrictions I need to modify to allow this connection?
