Is there any way to install a Store application on a Dev Instance when it is marked as unavailable?

"No way, mate. We can't install many Store apps in a PDI. You'll need a client or company instance for that."

No . There is no way. Personal Developer Instances (PDIs) are generally restricted from downloading paid or direct-sync applications from the ServiceNow Store.

 

Stored app is for Client Production/ non-production instance  not for PDI.
