why i am not able to find the reports in the navigation to create a new report

your instance is on which version?

If on Zurich then it's disabled and you need to use Platform Analytics

If you still want to see the earlier reports then use this sys_report.LIST

This change was introduced a few releases back, and now from the latest release onwards, it is hidden for users.

The legacy reporting has been merged and enhanced under Platform Analytics, and now you can use that instead.
