ServiceNow REST API returns 401 Unauthorized and SOAP connector access failure

I am integrating MuleSoft with ServiceNow Incident APIs.
Environment:
- ServiceNow Instance: dev182212.service-now.com
- MuleSoft Anypoint Studio
- Authentication: Basic Authentication
Issue 1:
ServiceNow SOAP connector connection test fails with:
"You don't have SOAP access to any tables, are you missing the 'soap' role on this account?"
The user has been assigned:
- admin
- soap
- itil
Issue 2:
REST API authentication also fails.
Endpoint:
GET /api/now/table/incident
Response:
401 Unauthorized
Verification Performed:
1. Verified instance URL.
2. Verified username and password.
3. Assigned admin, soap, and itil roles.
4. Tested directly from Postman using Basic Authentication.
5. Postman also returns 401 Unauthorized.
6. MuleSoft HTTP Request configuration uses the same credentials.
