When I am trying the to transfer case I couldn't get the off board leaver service

Hi team.
I am facing the issue in HRSD case. We have HR service (off- board leaver)
when I am trying to transfer the case. In the HR service I didn't get the off- board leaver HR service. when HR service active is false. We couldn't be able to see the HR service and when HR service active is true HR service can be able to see. but only this HR service couldn't get.
Below is the screenshot. Can any idea in this?

Did anyone add some customization by following this article and removed that particular HR Service?

1st you need to select the COE and then you can search the HR Service
Did you try that?
Is that HR Service tagged with correct COE?

Hi Ankur, this is HR service. COE tagged to HR talent management case. I select correct COE but still not getting

all other HR services under that COE are shown?
