Attaching not getting attached while creating JIRA issue and not flowing to Servicenow

Hi Team,

Has any one encountered the same issue and I have followed the steps mentioned in below article but the flow itself not triggering.

ONLY FOR UPDATES, attachments are added not for insert

Attachment not getting added.
