Action can't be published

I want to use my action in a flow but it is not listed under the actions list. 

 

I could not publish it even though it works without any errors when I test it. When I try to publish it ı get Bad Request. Required fields not supplied error but I could not find which fields I am missing.

Thank you for your response. If I understood the solution described in the link correctly; I need to go back to the application that I created this action and publish it to make the action available too. However, when I try to publish the application itself, I get the message below

By the way; in the action properties, accessible from option is already selected as all application scopes

Hmmmm it looks strange, I don't know what else can be done..

 

I forgot - is that a PDI or Client's environment?
If the latter one, raise a support case:

http://support.servicenow.com 

 

For PDI there is no support available 😕
