i want update button before follow button on an incident form

on an incident form header we have the buttons like follow, update,resolve etc. now i want update button before follow button.

Don’t create unnecessary technical debt. For this, you need to check the order of the UI Actions mapped to the Incident task and try changing the order. However, as far as I know, the order is fixed and can’t be changed."
