Can we downgrade the dev instance upgrade from Zurich to Xanadu

Prod env is in Xanadu 10b. Dev is in Zurich.

All partners are doing actively development work in dev env. Lot of promotion need to be done in qa and prod. Now having in dev in Zurich, qa and prod in Xanadu, what option we have to promote changes from dev to qa to prod.?

If promotion cannot be done from Zurich to Xanadu version what is the next option?

No, you cannot downgrade your Instance to an older version, as you can once check with ServiceNow if it is very critical to go to older versions.
