I have created many ATF test steps in to my local. I need to add those ATF steps into an update set. Could anyone guide me step by step for adding ATF test steps into an update set?

what do you mean by you created those in local?
When you select your update set the Tests do get capture along with steps in your selected update set

Create/set the update set as current.
Open the test.
Click on Add to update set.
Done.
