How to populate all related parent to current child record

Hello Team,

I have got one requirement where I need to show all related parent records to the current child record on Policy Exception table, so when a record expires new gets created as child and old one become parent, 1 child can have more than 1 parent, what is the best approach to fulfill this requirement ?

Just to understand this, if P1 --> P1 Expires --> P2 Created - P1  is Parent of P2, when P2 is Expires what will happen to P3?,  P2 is the parent or P1?
