How to put attachments on top in record producer

it's available OOTB as paper-clip icon in Portal and Native.

Did you check if someone enabled "Hide attachment" on record?

As you can see it is visible to bottom, I want it to be visible at top so that when a user opens the record producer can put attachments first then fill the form, is it possible ?

not possible.

Please train your end users about this and inform your customer about the platform feature.

the OOTB behavior is to show on bottom and you don't have any Widget Instance Options to change the position.

You can check for the OOB attachment, as suggested by @Ankur Bawiskar 
If you don't want to use this, then simpler way is, just go to "Portal setting" in catalog
- Check "hide attachment", this will hide the OOB attachment. (which is visible in last of the record)
- Then Under related list, Click "New" in variables
- Add a new variable with "type attachment", and remember "a low number to position it at the top, like 50 or 100",
- After saving this, you will be able to see attachment at the top.
