IntegrationHub plugin stuck in "Activating Plugin" on Personal Developer Instance (Zurich)

Hi everyone,
I'm working on a ServiceNow Personal Developer Instance (Zurich release).
I activated the IntegrationHub plugin from the Developer Portal several hours ago, but the instance has been stuck on "Activating Plugin..." ever since.
Current status:
- Personal Developer Instance
- Zurich release
- Instance is otherwise accessible
- Flow Designer works, but IntegrationHub actions (REST Step) are unavailable.
- Refreshing the Developer Portal does not change the status.
- Waiting for several hours did not resolve the issue.
I have already:
- Refreshed the instance
- Waited several hours
- Logged out and back in
Has anyone experienced this recently?
Is there any way to force the activation, or should I request a new Personal Developer Instance?
Any help would be appreciated.
