Issue with breadcrumb

There was an issue with breadcrumb, the highligted(with red) is only seeing by few users.. reamaining users are seeing " ' " instead full name as below.. how I need to figure out this issue?

I think the users who are not seeing the Request ID , may not have permission to see it.

I haven't quite encountered this issue before. There most likely is an issue with those users accessing the location of that data.
Is it only happening with certain tickets or all tickets? Are there any role differences between the users? Is this the OOTB widget or a clone?
