Hi @selvijoseph,
is it one step or two to create incident with a comment?
I remember some time ago that when you created an incident, added a comment and then save it in one step that it was not validated... but if you created incident (without that comment), saved that incident and added the comment in a second step then it was validated.
Could you possibly try that? Perhaps it helps, perhaps it doesn't... please let me know for the future references

In line with @GlideFather's reply, did you submit the Incident first, and then add the comment as outlined in the instructions "Create and submit a new incident to assign this trouble ticket to the Software group. Then post a Customer visible comment to the incident."
