Move changes in dev-->uat-->prod

I have created an AWA workflow in ServiceNow dev instance, and I want to move the changes to UAT now.

What are the best ways to do this?

 

If I need to create an update set, do I have to create it before creating the workflow?

 

Since I have already created the workflow, what is the best way to import the changes into UAT from dev.

In which update set it get capture, you can make changes and add to you update set.
