need to stop the form submission on workspace

can you share the client script in workspace to get the that table from that client script i'll link to that button.

If you made the field as mandatory at dictionary level then any client script or UI policy is making it non-mandatory?

There is either a UI policy or a client script running on the field that makes it mandatory in the state. So, if you don't fill in the "Assigned To" field, it will show an error like this.
