need to stop the form submission on workspace

how can i stop the form submission on workspace when assigned to is empty.

No i did not write any ui policy or client scripts on that field. i make the field through configure dictionary. that's it. when i save the form it shows an error message in record level. when it comes to workspace same record without entering the value in mandatory field that does not shows an error and form getting saved..
is it clear now..?

this is how the form is opening in workspace.
when i click on the save button that record get saved and redirects to the list. again i opened taht same record that showed like this:

did you check what that Save button is doing?

Is that an OOTB one or custom one?
