NOW Mobile Knowledge (Help Center) showing Restricted by Access Control

In Now Mobile Help Center, I configured a fixed Knowledge article list (using hardcoded KB numbers) to display only main articles. This works fine in PPR, but in PRD the same configuration shows ‘Restricted by Access Control’ for those articles, even though they are Active, Published, and the Knowledge Base Can Read is set to All Employees. Removing the hardcoded filter displays all articles correctly with no restriction in both PPR and PRD. What could cause this environment-specific ACL behavior in Now Mobile? Can anyone please advise how to make both environments behave consistently?
