hi , i want to ask how pmo role can be more beneficial in low range companied where decision are going with the singe person.  how pmo department more revolving and expandable

this question is very abstract and has no universal response. It would be different company by company, industry by industry and I can even imagine that within the very same company it can be handled differently team by team... and also for different stages, you are handling with different things before a project starts, througout of it and after it's delivered..... it's really impossible to answer you this question meaningfully.

Roles in each team shall be staffed to make sense for their purpose rather than to follow a template.
